Can i still enroll in the University of San Carlos this second semester?

I quit from my studies 3 years ago, now i want to go back to school and finish my I.T programming course, but this time i want to study in another school, is it possible for me to be admitted if i enroll in the University of San Carlos this second semester? if so, how much is the tuition fee? please i need your help on this, thank you so much.
