Where are the homeless in nyc supposed to go?

Last week NYC DOH reclaimed all work advantage housing vouchers, which was the only voucher given out in the shelter system, and has yet to put a new program in place. They are also ceasing rent subsidies for those who recently exited the shelter starting april 1 (100% belonging to working families being that's the only way you qualify). With section 8 being frozen, rents raising, and wages staying stagnant where does the Bloomberg administration expect these people to go?
