Could I transfer to Auburn University for my sophomore year with a 19 ACT?

Retake it. 19 is quite low. You will need to at least get a 22. I would look into taking a class to improve it. Classes and practice can increase scores significantly just through providing methods, not really knowledge. Knowledge is power and orientation is success.
